Chandlers Worthing (BMW) are inviting local residents to a Public Exhibition on Thursday 8 November (4pm - 8pm) at the Village Hall to view the proposed relocation from their current site in Water Lane to Roundstone Farm on the A259.

Does anybody know at this stage the exact location of the proposed site at Roundstone Farm. Is it land off the A280/A259 roundabout near Chips Away, or further down the A259 by the PYO farm, or off the roundabout on the south side of the A259/Old Worthing Road, or elsewhere?

For a number of years now, I have been urging the Parish Council to have a plan/finances in place to acquire a bit of Chandlers land for additional car parking in/near the village centre. Proposed relocation has been on the cards for some years. I wonder what provisions APC have made?

The Neighbourhood Planning teams have been working out a number of options for the site - extending village car parking is one option - others are for some business premises, and /or for some affordable housing. Or maybe a bit of all three. No decisions yet.Chances are Chandlers will need to sell for as much as possible to fund their new development, so housing may be their number one choice.

Interesting!!! Surely once BMW leave there will be a lot more parking availability in the village.i.e.No more employees cars parked anywhere and everywhere.
Do we really need business units in the village??
Small scale housing is surely more suitable than the great estates currently being planned for Roundstone Lane?

Understood the site for Chandlers was on south side of A259, to the west of Asda

As BMW drivers are famous for their terrible driving I think that it can only be a good thing if the garage moves to an area even their patrons can negotiate.

This is a one time chance to get some further car park space for the village which is so badly needed. I agree with Neil, pressure from the APC for public car parking would be very welcome in any plans submitted for redevelopment.
The village has mushroomed over recent years and public car parking spaces are now similar to gold dust.
A donation of part of the land by the current owners for public car parking should be a condition on its redevelopment.

... those 'problems' about which one dare not speak might be linked to the obligation to include social housing.

The Chairman of the Ferring Conservation Group has sent the following circular to members of that Group:

I have now been able to look at the application in more detail. There are 87 documents on the Arun DC website (ref: A/130/12) but the story is really told in three of them. It begins in July,with agents for Chandlers approaching the planning officers at Arun for advice on their proposal for building a new dealership centre on 6.5 acres at Roundstone Farm, off Littlehampton Road. The planning staff wrote a letter in August telling the agents that the Council’s policy, as set out in the Local Plan 2003, was to protect the Strategic Gaps from development, and that the only exception that could be made was for local firms who needed to move and could demonstrate that there was no suitable alternative site outside the Gaps. Even then, the development would only be allowed if it did not compromise the integrity and purpose of the Gaps. The letter pointed them to the site further along the Littlehampton Road, opposite the Golf Centre, pointing out that this site had already been given planning permission for car showrooms. The flavour of the letter was very much ‘ it is very unlikely that you would get planning permission for the move to Roundstone Farm.

The applicants have set out their comparative evaluation of 18 possible sites, of which Roundstone Farm was one. In their marking scheme it got 28 points. The site opposite the Golf Centre (Site 3) got 26 points. All the others were a long way behind. Their only adverse comment about Site 3 was that ‘taking into account the infrastructure costs to secure vehicular access [it]is not available at a market price for motor vehicle dealerships’. In other words they did not want to pay the asking price. They noted that ‘that there is likely to be a planning submission in the near future for a retail orientated scheme, which if planning permission is granted is anticipated to lead to significantly enhanced site values’ .. {What, another superstore?]. For the second test, the applicants say the showrooms. workshops, offices, car storage areas etc will only occupy 2 per cent of the Gap and that ‘The building will be of high quality and will make a positive contribution to the visual amenity and architectural quality of the local area’. How ridiculous.

I suggest that our objections concentrate on these two tests - no alternative location and no adverse effect on the Strategic Gap – plus the effect on traffic movements. The main points seem to me to be:

1. There clearly is a suitable alternative location – at Site 3. The fact that Chandlers do not want to pay the market price for it is not a valid reason for rejecting it.

2. Even if there were no alternative sites, the effect on the Gap would be serious. It would replace a substantial part of the Gap as seen from Littlehampton Road with the frontage of car showrooms, signage and illumination, and it would destroy 6.5 acres of Grade 1 Agricultural land.

3. The effect on traffic would be serious. The applicant says the frontage would display cars in a way to attract pedestrians and passing vehicles – that alone is a good reason against the location – on the approach to a roundabout where drivers need all their concentration. The volume of traffic using the Dealership would add to the already intolerable congestion on the A259, and especially at the roundabout itself where customers vehicles are to enter and exit. The entrance from the Littlehampton Road itself, for service vehicles, would create more congestion, and conflict with buses using the stop.

I am confident we can defeat this application. I hope we see a large number of objection letters, for, residents in Angmering, East Preston, Kingston and Angmering, as well as Ferring. The Gap is important to us all. – Ed Miller

It should be noted that the Roundstone Farm site is in the Parish of Angmering.

Ed Miller makes some good points. It is appreciated that many Angmering people would like to see the back of Chandlers in the village. However, the site by Windmill Bridge would be far more suitable. After all, the site did gain planning permission a few years ago on the basis that it was in the best location for several car showrooms.

Comments on Planning Application A/130/12 need to be submitted to Arun District Council by 7 February.

The Ferring Conservation Group has issued the following campaign leaflet in an attempt to thwart Chandlers getting planning permission to build on Roundstone Farm and narrow the strategic gap:

Arun District Council has received aplanning application covering some 6.5 acres of prime agricultural land at Roundstone Farm, just south of the A259 road and within the Kingston/ East Preston Strategic Gap, as follows:

New Chandlers BMW/ Mini Dealership facility including workshop/ MOT facility, car valeting and car storage with new access from A259.

This application must be resisted at all costs to protect our local environment as:
1. There is a clearly more acceptable local alternative site further along the A259 opposite the Rustington Golf Centre, which already has Planning Permission for this purpose
2. It would seriously damage the Ferring/East Preston Strategic Gap with a frontage of car showrooms, signage and illumination, and destroy 6.5 acres of farmland
3. It would seriously add to the current intolerable congestion on the A259 and provide a road safety hazard by diverting the attention of drivers on the approach to the roundabout

Think it important to register the fact that the Save Angmering group sympathises with the desire of the Ferring Conservation Group to safeguard the strategic gap against further erosion as a result of further retail retail development.

Given, however, that Save Angmering was established to counter the threat of large-scale housing development in the village, we do not feel able to extend our objections into the retail sector. That is best left to others and the FCG would seem to be fulfilling that role admirably.

Of all the proposed devlopments planned for the village, those for the existing Chandlers site come closest to SAV's ideal.

Good riddance to BMW, their ........ indifference and arrogance when it comes to cluttering up the roads with their customers cars will not be missed.

Cannot knock BMW for wanting to be in a more prominent position or wanting to leave the limited premises they have in Angmering and Rustington.

I have not yet seen anybody come up with a sensible alternative location. It looks like the site opposite the golf centre is likely to be allocated for other commercial enterprises.

Caffyns are supposedly going along to the east of the college along with some housing.

Hopefully they will get the go ahead , where do you want car showrooms and workshops ... in villages or by main roads ? roosterbri is right , I havnt seen anyone come up with a sensible alternative location , the one opposite the golf course is too narrow and small , as for the ... 3. It would seriously add to the current intolerable congestion on the A259 and provide a road safety hazard by diverting the attention of drivers on the approach to the roundabout ... what a load of tosh , even Asda has had no effect on conjestion , I go up and down the A259 every day for work , the only problem with hold ups is down to two lanes converging to one after the roundabout .
If people keep opposing everything that comes up , businesses like Chandlers will just move up the coast , but I suspect the majority of people objecting are retired and don't need jobs , but then sit and moan about the youngsters that don't work !

The site opposite the Golf Course could accommodate Chandlers but only if there was no use of the site by other tenants. A car distributor requires a lot of space for parking of cars for sale and customer vehicles. Once this had been accommodated, there would be much less space for customers of other retailers.

The site at the end of the A280 is ideal and as AngmeringAl points out there is little cause for worries about added congestion or the perils of an increasingly dangerous junction. We must support jobs - both retention of existing, and creation of new.

At the Chandlers public consultation, they made it clear they will be retaining 2 of their current car storage compounds - so the amount of storage required is not as large as one might expect.

Its just not big enough and an awkward shape , am sure they would have grabbed it if it had been a decent size with permission already granted ! As for the roundstone site , its not some piece of lovely woodland with wildlife , its a plain field with no wildlife , trees etc nothing will be ideal , but as I said where do you want these types of businesses , they are suited to main roads .

The site on the opposite side of the Golf Centre was on the main road A259) which is why a consortium wanted to build 4 car showrooms there. At the time, they suggested it was the ideal site.

I think that the main problem for Chandlers not wanting to go there was the cost of the land. A second reason was that they wanted to be on the Worthing side of Angmering.

Car storage compounds are, as their name implies, compounds for the storage of cars ordered but not sold or prepped. You only have to look at the over-crowding in both their existing showroom and used car facility to see what they might want to do if they had the additional space.

Sure, the Golf Course site would be OK if it was used for nothing else but a succession of motor dealers but that's not going to happen now is it? And even if it was on the cards we really don't want a US style strip mall. Mixed use for that site is the best alternative.

US style strip mall on the east side of Angmering is ok then ? The main issue is the fact that the Roundstone site exit/ entry is onto the already hideously busy bypass roundabout.
I would have thought that IF the cost of the land opposite the Golf Centre was higher BMW could well afford it especially as planning was already approved for showrooms etc.
Why did Chandlers want to be on the Worthing side of Angmering - because of the bottleneck between Station Road/ Roundstone Lane/ Bypass ?? If they go onto the proposed site they will probably make that worse +++++.

The plans (5. Design and Access Statement) states:
"The customer entrance to the site will be predominantly from Site
Access 1 off the existing roundabout (Note this access is to be
made one way for traffic entering the site). Site Access 2 serves as a
delivery entrance along with the exit for all vehicular traffic..
So I may have been partly incorrect in my understanding of the application but there IS access off the roundabout

The fact is your main issue with the roundstone site was incorrect , why make such bold statements without reading things properly . But I do agree with you that I also would have thought Chandlers could easily afford the site opposite the Golf course if it had been suitable .

Sheeesh!!! Its not like there is going to be anywhere near as much traffic to and from the proposed site to the Roundabout as there is from say the A280. It is not a supermarket.

I would have thought its the same BMW's and wannabe BMW owners that would be driving along the A259 anyway , they are just turning off at a different roundabout exit .

So what are Chandlers options now? Are we sentenced to a continuing life of misery, or can this very successful business be given the space locally it deserves. I am sure most of us all want a solution, so where can they go?

Depressed? Got that Friday feeling? In need of a good laugh? Then read of District Councillor Ricky Bower's indignation in the following Worthing Herald article where he rails against the Chandlers' A259 planning application:

Cllr Bower is the Cabinet Member at Arun District Council responsible for Planning, Strategic Housing, Building Control, Land Charges, Planning Policy, Development Control, Transport and Infrastructure, Rural Issues, and the South Downs National Park.

I'm finding it increasingly difficult to vote for any of the party candidates at the forthcoming District Council elections.

Obviously BMW HQ want them to move to better premises. They will probably move to a more ameanable local council area. ie Worthing. It should not make a difference to employees as most of them probably drive their own cars to work anyway.

And many of the cars parked up the High street belong to the employees , well done to all the sheep who followed the Ferring Conservation Group ! There is no strategic gap any more to talk about , Asda's have made sure of that .
