 Parish Council - mandate?

At the Parish Council meeting last night - during which a new chairman and vice-chairman were elected (see AVL News page) - one councillor suggested that the the parish council had a mandate from residents to drive through council projects.

Councillors were elected purely on their personal attributes (if known) and the electorate was unaware of any significant projects that the Council may have in mind. Unlike elections at a higher level, our parish councillors were not elected against any manifesto. I would suggest, therefore, that parish councillors do not have a mandate from residents to push through any large, expensive, or controversial projects without first seeking the views of Angmering council tax payers.

On another topic within this particular Forum, a councillor has stated "There is a great deal to do and possibly very difficult times ahead". Bert has rightly sought more information on this but, as yet, has not had a response.

Yes, Neil, it is disappointing that my post on "Parish Council elections," of 10th May, has not been responded to by Susan, after she raised these two issues herself, in her post.


So far as your comment above is concerned; I totally agree with your view.

From the comment you refer to by the Councillor, and from what Susan stated in her post, there are clearly matters in the minds of the PC.

That is to be expected, and they are fully entitled to carry out their routine and statutory duties for which they have volunteered, and I am sure all residents will fully support that, but residents are entitled to know at a fairly early stage of any "large, expensive or controversial projects."

I would have thought the Localism Bill and the formation of the associated Neighbourhood Plan is the most important issue in the early part of this PC term, to provide the framework for the parish, for the forseeable future.

I hope the new Chairman will take a different view, to using this website to clarify any issues, this being one. Not to get into awkward situations and arguments on these forums, that would be unfair to the PC, but to provide brief explanation when necessary.
