Fred Rowley Award and Volunteer/Young Volunteer of the Year Award

Angmering Parish Council is proud of the many community organisations and activities in the parish and the community spirit of residents and is keen to recognise the achievements of those people who voluntarily and selflessly work to improve and enhance the lives of local people. In recognising the huge benefit of this kind of work it is hoped that others will be inspired to contribute to make the parish of Angmering an even better place to live.

The aim of presenting these awards is to promote pride in the community and to promote the idea of the community as something to be valued. The presentation of the awards will provide an opportunity to increase awareness of the good works in the parish and to allow that work to be celebrated.

The Fred Rowley Community Award will be awarded to an individual or organisation who have demonstrated passion and commitment to making a difference, over a sustained period. Their good deeds will have contributed to improving and making a significant difference in our community with a positive impact. This Award is not necessarily an annual Award however nominations will be accepted throughout each year, but no later than 21st April, to enable consideration and presentation, which takes place at the Parish Assembly at the end of May.

The Volunteer of the Year Award/Young Volunteer of the Year Award will be awarded to individuals who have selflessly given up their time to volunteering opportunities in the parish. In assessing the nominated candidates for the awards, the Parish Council will look for an individual or organisations who could be:

- A very good neighbour
- Helped to make the community a better place
- Their enthusiasm brings out the best in others
- Has shown great courage and set a good example for others
- Someone who has overcome a personal struggle showing resilience and courage leading by example

ELIGIBILTY
Your nominee must live within the village of Angmering. There is no age restriction for a nominee. You may not nominate yourself for this award.

Nomination forms can also be requested from Angmering Parish Council, and once completed should be emailed it to: admin@angmering-pc.gov.uk or dropped back into the office. Nominations for all Awards should be received by Friday 21st April 2023

Old Chandlers Garage Site

Following their recent online consultation (see news item below dated 15 December), McCarthy Stone has now submitted a revised planning application for the site to Arun District Council. The Application No. A/11/23/PL, comments on which must be submitted by 23 February, proposes the demolition of all buildings and structures on the garage site (plus Phares Courtledge in The Square) and erection of retirement apartments with onsite car parking including 2 No spaces for Eachways and associated highways works including footway widening (resubmission following A/110/21/PL), and erection of public toilets on Water Lane just before the entrance to Cumberland Road.

A/258/22/HH: Replacement of 9 internal doors, fireplace and removal of modern wall and black paving in garden. (This application may affect the character and appearance of the Angmering Conservation Area and a Listed Building). Elm Grove Cottage, The Square.

A/2/23/OUT: Outline application with all matters reserved for development comprising up to 133 dwellings along with associated access, internal roads and footpaths, car parking, public open space, landscaping, drainage, undergrounding of overhead HV cables and other supporting infrastructure and utilities. This application is a Departure from the Development Plan. Land at Ham Manor, Station Road.

A/276/22/PL: Summerhouse and BBQ hut to rear. This site is in CIL Zone 2 (Zero Rated) as other development. Angmering Grange Roundstone Lane

A/288/22/PL: Retrospective application for replacement cladding, door, window and roof of existing office. This application is in CIL Zone 2 (zero rated) as other development. St Denys Nursery, Dappers Lane.

A/289/22/PL: Retrospective application for change of use from greenhouse to workshop/light industrial. St Denys Nursery, Dappers Lane.

Upgrade to Sewer Network

Steve Anthony from Clancy attended the meeting but unfortunately the representative from Southern Water was not able to attend. Mr. Anthony handed out a map of the area he wanted to talk about and explained what areas would be worked on and the type of work that would take place. He also said that they would be working closely with WSCC Highways. He explained that initially they wanted to start work at the war memorial end of Station Road but due to the works on the A259 they would now be starting where the Oval Racetrack used to be located. Road closures in short sections (residents and businesses would always have access to their properties), radar surveys, culvert issues and how long the project would take (approx. 5 – 6 months depending on what the surveys show) as well as issuesrelating directly to Dappers Lane were also covered. Questions were invited and discussions took place.

He said that he understood the amount of disruption these works will cause and would try to keep the disruption to a minimum. Road closure timings were mentioned, and a further discussion took place as members of the public had concerns that the times being proposed would not work for Angmering. This point will be taken away and looked at.

Cllr. Verrinder requested that regular updates were given so APC can share with Angmering residents, this was agreed. Mr. Anthony also stated that a letter was due to go out to 3000 residents prior to the start of the works plus advance work signs will be placed on the road side. Cllr. N Hamilton Street had concerns regarding the school buses that use the village and requested that My Anthony arranged that the schools in the village were contacted directly so they could be made aware of the works/closures.

Snippets from the draft minutes of Angmering Parish Council meeting of 9 January 2023

2023 / 2204 Parish Precept - Cllr. Hamilton-Street explained the supporting paper to the committee and commented that the Clerk had done a lot of work in pulling it all together. She suggested that APC do not increase the precept amount and asked for questions. A discussion then took place. RESOLUTION: Cllr. Want PROPOSED to approve the 0% rise in precept and to keep it at £107.87 per Band D property for 2023/2024. Cllr. Bicknell SECONDED and ALL AGREED.

Honey Lane - Cllr. Hamilton-Street explained the current situation and also that the residents now have a WSCC approved contractor in place to undertake the work required. It was also reported that the landowner would now be contributing £2k which was unexpected. A discussion then took place around the original point that APC would match the landowners contribution up to £10k. The question was should APC match the landowners now offer of £2k or stay with their original thoughts of offering the full £10k. Cllr. Hamilton-Street commented that if offering the full £10k a legal document should be drawn up to say that APC would have no liability going forward. After discussion all agreed that APC should offer a £10k contribution due to the use by residents and allotment users. RESOLUTION: Cllr. A Evans PROPOSED that the APC contribution should be £10k. Cllr. R Evans SECONDED and ALL AGREED.

Community Grant Applications - After a brief discussion the following was agreed. RESOLUTION: Cllr. Verrinder PROPOSED that a sum of £250.00 was granted to Victim Support, Cllr. Want SECONDED, and ALL AGREE.

Speedwell Close, Mayflower Way - S106 Fund Transfer - The Clerk talked through what the monies would be used for. £33,350.52 would be used to improve Mayflower Park – as per the S106 agreement attached to the development.

A/279/22/HH: New roof (on timbers), and replacement doors and windows throughout the property. Convert existing double garage and stable building into an annex and build a new double garage with storage area. This is a cross boundary application with South Downs National Park and affects a Public Right of Way. Ecclesden Paddocks, Ecclesden Lane.

A/284/22/PL: Temporary Change of Use of Garage of Plot 353 to Sales Office for a duration of no more than 3 years. Land North of Water Lane.

A/3/23/T: Removal of 1 No. southern lateral limb of 1 No. English Oak. Furzefield Scout Campsite, Dappers Lane.
