Tournament success for St Margaret's Primary School

* A squad of nine children from St Margaret's CofE Primary School in Arundel Road enjoyed spectacular football success when they won the Sussex Schools' Year 6 seven-a-side tournament recently. This is a fantastic achievement for a village school as the competition has been dominated by schools in Brighton and Crawley for several years, and even more so considering that the squad contained two Year 5 pupils. The squad, coached by Year 2 teacher Ivan Shergold, will now play in the south-east regional finals with the hope of reaching the national final at Wembley. The squad players were Ryan Steven (Capt.), Harry Russell, Jake Russell, Zach Swain, Thomas Hamilton, Alex Masham, Jack Pierce, Chris Cavell and Harry Parsons.

Angmering Community Centre Association

A short General Meeting of the new Angmering Comunity Centre Association will be held at 7.00pm on Monday 11 February at St Margaret's Church Hall. This will be solely to adopt its constitution. Members of the public may attend (Note: a Parish Council meeting follows at 7.30pm). A copy of the constitution (MS Word doc) may be seen by clicking here. This new organisation will fundamentally manage the proposed Community Centre at Bramley Green for the benefit of the inhabitants of Angmering.

Chair of the Association, Val Jerram, tells me that the constitution has been agreed with "Community Matters" (their consultants) and is acceptable to be put forward for registration with the Charity Commission. A questionnaire about the usage of the Centre will go out to a sample of Angmering residents as soon as possible but, in the meantime, if anyone would like to get in touch with Val about the kind of activities, courses, entertainment or group usage they would like to see taking place at the Centre, she would be very pleased to hear from them via the Parish Council Office in The Square. The Association intends to have a very varied programme of activities at the Centre and hopes to cater for the interests of our community.

The Association is doing its best to represent the interests of the people of Angmering. If you have experience and expertise which might help the Association, they would be pleased to hear from you. Val hopes that they will soon have a timetable for the building and projected completion of the Centre and also hopes that there willl now be a positive and pro-active attitude towards the Centre.

Lady Delfont

We very much regret to learn that Lady Carole Delfont, widow of life peer Lord Bernard Delfont, died at her Angmering home on 17 January aged 89. The funeral will be held at Worthing Crematorium at 12.20pm on Tuesday 29 January. An attractive and friendly lady even in her advanced years, she will be particularly remembered by the people of Angmering for letting the RNLI use her beautiful garden and house for its annual garden party and for her support of the Angmering Flower Show. She was also closely involved with many leading theatrical charities.

Lady Delfont was born Helen Violet Carolyn Haymen in 1918 but was better known under her stage name Carole Lynne. From the 1930s through to the 1950s she was one of the West End's most glamorous leading ladies appearing in many revues and musical comedies. She was also a renowned principal boy in pantomime and starred at the London Palladium many times. Her singing voice was of sufficient quality for her to co-star with Richard Tauber in operetta. She married Bernard Delfont in 1946 and they had three children - Susan, Jennifer and David. Lord Delfont died in 1994.

Snippets from Parish Council Minutes of Meeting on 14 January 2008

Police Report - The report from PCSO Andrea Oakley was noted. Out of the area crime has been targeted at garages and night patrols have been stepped up. In reply to a question from Councillor Bicknell the Police said that they were not aware of any drugs problems in Angmering.

WSCC Report - County Councillor Deborah Urquhart advised that WSCC would be seeking a 4.9% increase in their share of the Council Tax. The Highway Rangers road maintenance scheme was being expanded and there will be a team available in every area.

ADC Report - District Councillor Julie Hazlehurst had concerns that some areas in Angmering were on sewers not adopted by Southern Water and that this would lead to expensive bills for homeowners.

Community Centre - Councillor Hadley asked that it be recorded that he would like to see regular meetings between the Parish Council and the Angmering Community Centre Management Committee. Councillor Nigel Nunn advised that there had been a very useful meeting with the appointed Project Managers. The Project Initiation Document has just been received and a copy has been given to all Councillors for information. The document will now be considered, reviewed and signed off by the P & R Committee. The minutes (amended) of the meeting held on 19th December 2007 between the Management Committee and some members of the Parish Council had been circulated to all members by e-mail. These were not Parish Council minutes and were not binding. Councillor Paul Hankinson had issues with two points. Clause 2 – bullet point 6 – foundations and Clause 5 needs clarifying over projected/actual spend. Councillor Hadley believed that the Full Council should meet just to discuss the Community Centre project. Councillor Sue Smith said that a decision had been taken at the previous meeting to disband the Working Party and to place the responsibility of the Community Centre to a sub-committee of P & R members. Councillor Nunn said that the P & R Committee would issue reports regularly to Council, make recommendations and seek approvals where necessary so there was no reason to hold any special meetings.

CRB Checks - RESOLVED to accept the quotation from Swift Check Ltd., £9.99 admin fee per check with no additional charge for volunteers (Councillors) and a fee of £45.99 per member of staff. The Tree Warden will be included as a Parish Council Volunteer. Councillors were asked to return the forms as quickly as possible.

Fletcher's Field - Councillor Bicknell has received some concerns from parishioners over the potential loss of the use of the field during 2008, and the siting of two portable buildings for office use and storage during the Church re- ordering. After discussion it was RESOLVED to write to the Trustees pointing out that the field is for recreational purposes only and asking for a copy of the letter giving the Church permission to site the portable buildings. Snippets from Parish Council Environment & Leisure Committee Minutes of Meeting on 15 January 2008

ASRA - ADC have given a verbal assurance that the lease could be extended to 25 years. The Committee discussed this issue and felt that 25 years would not be long enough for the planning and funding that was going to be necessary for rebuilding and that a 99 year lease would be more realistic. Councillor Nigel Nunn said it would be preferable for the Parish Council to have ownership of this land rather than leasing it and asked if this could be investigated.

Noticeboards - The Committee agreed to the repair of the Downs Way notice board at a cost of £243. Councillors Nunn and Bicknell said that they believed the board was in the wrong place as it could easily get vandalised again. They agreed to look at the area and see if they could suggested a more suitable location.

Carnival - There was to be a Carnival on the 27th September organised by the Angmering Community Association. The intention was for the Carnival to terminate at the Angmering School and some events to be held there. Councillor Nigel Nunn asked if the office would check if it was possible for the Parish Council to have a stand at this event.

Youth Facilities - Councillor Pat Turner reported that the Youth coffee bar would start up again in February, hopefully in the Church Hall. There is to be a meeting of the Angmering Youth Forum next week (w/c Mon 21 Jan) at which the Constitution will be drawn up.

Water Lane Site - Work on the Water Lane site was progressing well. Councillor Peter Logan said he had spoken to Manor Nurseries and they were happy to donate plants and seeds in March.

Station Road Sycamore Trees - Mr Davies has received planning approval from ADC to have the sycamore trees on the embankment opposite the medical centre removed. Councillor Paul Bicknell asked that the office send a letter to the householders saying that although planning permission had been granted it is not their land and they cannot fell the trees without permission of the landowners. The Parish Council will look into the ownership issue.

Skateboard Park - Now the £80k grant had been awarded from the Big Lottery Fund, a meeting will take place next week between the Parish Council, the School and the constructors to finalise the design.

St Nicholas Garden - (a) Councillor Pat Turner reported that she had received a quote for £369.40 from Seymour and Lisle to install two bollards in the entrance to St Nicholas Garden, the only additional cost would be for two padlocks which would be approximately £12. The Committee agreed to this cost and asked that a letter be sent to Seymour and Lisle asking them to proceed with the work. In the interim the Committee asked if a letter could be sent to the owners of The School House asking that no vehicles access the rear of their property through St Nicholas Garden. Councillor Bicknell reported that the flint wall at the entrance in the Lamb Car park was in need of repair and asked that the office check who owned the wall and what it would cost to repair. (b) Councillor Paul Bicknell asked if it was possible for the Council to look at owing St Nicholas Garden rather than leasing it. The Committee discussed this and asked the office to write to ADC to enquire if this was possible.

St Margaret's Church Reordering Fact Sheet No. 2

This fact sheet updates and partially supersedes the information given in Fact Sheet No. 1 dated 13 January.

The car park is now closed for the duration of the building work and fenced off to form the contractor's compound. There is an area in front of the lych gate for dropping off and picking up either passengers or goods/equipment - this is NOT a parking area.

For the 9.30 service, parking is available at the medical centre or at the Lamb PH from where cars must be removed by 11.00. For the 11.00 am service please use the Village Hall car park. If you park in the village please avoid Lansdowne Road and beware of parking on yellow lines!

The vestry hall has now passed to the contractors for their exclusive use. The coffee shop will be in the church hall on Mondays and Fridays but will not function on Wednesdays. The bookstall from the vestry hall is still available but joins the main one in the church hall.

Week of 28th January - The church office will be moved to temporary accommodation in church grounds. The office will close onThursday and Friday, and reopen on Monday 4th February. There will also be a storage facility in the builder's compound. (NB:These arrangements have been changed since the first fact sheet due to the adverse weather conditions).

Monday 28th January - Main contract work starts. Please beware there will be restricted access to parts of the churchyard and areas will be fenced off and out of bounds.

Week commencing 11th February - Demolition of the office starts. Weekday access to the church will be via the west door and for those opening up on Sunday. The services access will continue to be via the south doors.

The diocese has given their agreement to the chairs, samples of which can now be seen in the church till May. They have also approved the sound and vision scheme in its entirety as well as the new lighting for the inside of the church.

We do not yet have diocesan agreement to the ground source heat pump because further details have been requested before any final decision can be made.

Sunday 25th May is the last day that services will be held in the church. Details of where services will be held to be announced nearer the time.

Rustington Golf Centre Development

A number of people have been enquiring about just what development is taking place at the Rustington Golf Centre in Golfer's Lane, Angmering. This is the work approved by Arun District Council under Planning Application No. A/176/06 lodged in November 2006 for the construction of a 12 lane bowling alley, a children's soft play area, a video games room, a party room, and a snack bar with seating.

Some concern has been expressed recently about the safety of youths from Rustington/East Preston crossing the A259 dual carriageway on bicycles in order to get to the bowling alley.

Hammerpot Floods

Some 32mm of rain fell on Angmering yesterday bringing the total for this month already to 81mm. With the ground already saturated, yesterday's continual and at times heavy rainfall created flooding in the district. Water coming down the hills at Hammerpot caused a car to skid off the road and police closed the A27 for a while until conditions had improved. Also at Hammerpot, a boat was needed by the Fire Brigade to rescue two families whose homes were flooded.

St Margaret's Church Reordering Fact Sheet 1

Note: This fact sheet has been updated and partially superseded by Fact Sheet No. 2 dated 19 January.

From time to time St Margaret's will be issuing a fact sheet giving the latest information about the reordering project. Below is Fact Sheet 1.

Week of January 14th - The preliminary work will start. On Monday or Tuesday the car park will be closed for the duration of the building work and fenced off to form the contractor's compound. Build-out crash

This accident happened at the Greenwood Drive build-out at about 8.30 this morning. It is believed nobody was injured in the incident. A fire engine attended to scene and some of its crew were required to direct traffic while the car was being removed from the build-out.

This is another case where the accident will not be included in West Sussex County Council's statistics on the build-outs as these do not include non-injury incidents. WSCC do not seem concerned that these dangerous road obstacles are costing vehicle owners tens of thousands of pounds in way of repairs, and West Sussex residents are paying similar amounts through Council Tax for the constant repair of the build-outs and signage.

The Angmering Youth Forum - Help Wanted

A new group called "The Angmering Youth Forum" is being set up and will be operating from the end of this month. The constitution is due to be agreed and the group will then be applying for charity status. This new Forum is dedicated to the youth of the village (including Bramley Green) and has been set up with help and support from the Police.

Residents of Angmering (all areas) are invited to join the already dedicated members of the Forum to help with its functioning; this would include working with the children (CRB checks will be carried out) and fund raising. Its first initiative has been to open a coffee bar in the Vestry Hall at St Margaret's Church which has already been a great success with the youths. The plan is to raise enough money to purchase a second hand bus which can be used as a coffee bar and chill area complete with computers etc. Forum meetings would be held at approx. 6 week intervals.

Snippets from Parish Council Highways Committee Minutes of Meeting on 20 December 2007

Honey Lane - Councillor Norman Hadley reported that a quote had been received from B & M Plant hire for £4906 to repair the surface of the Honey Lane right of way. Councillor Hadley was not satisfied that the surface quoted for by B & M would be suitable for motor vehicles. The allotment society has agreed to contribute £1000 towards the cost, the residents will also be contacted to see if they will contribute. The Senior Assistant Clerk reported that she had contacted WSCC to see if they were prepared to offer a grant under the ‘Safer Routes to School Scheme’; they agreed to look at it but said that all current funding was committed until 2010/2011. A grant may be possible from one of the Landfill Companies such as SITA or BIFFA but a minimum of three quotes would be required. The priority improvement for Honey Lane is for a pedestrian footpath to run along the drive next to the allotments but on the opposite side to the allotments. At least two schemes will be put forward for improving Honey Lane for the next meeting.

Library Access - Councillor Norman Hadley said that before the Council looks at the need for improved access we should consult with the Library service to ascertain the need. Also the route would need to be accessed across the Lamb Car Park and the right of way needs to be clarified; also liability in the event of an accident.

Parking Restrictions – The Square - The Senior Assistant Clerk reported that the new Traffic orders would be enforceable from the 14th January for the 1 hour bays, disabled bay and the yellow line in the High Street opposite the Parish Office. A notice will be put in the Parish Council office window, notice boards and on the website advising local residents.

20MPH Speed Limit - The Senior Assistant Clerk reported that the Council would be receiving a letter from WSCC in January detailing the mobile SID scheme. The speed indicating devices would be available for 1 or two weeks on a first come first served basis and would need to be manned by 1 or 2 volunteers.

Street Lighting - A259 Footbridge Councillor Paul Bicknell advised that the Council didn't need a licence to install the new light and the work would start towards the end of January. The light will cost £2000, 50% of which will be funded by WSCC. Councillor Norman Hadley thanked Councillor Bicknell for all his work in resolving this issue. Cumberland Road WSCC had reviewed the area and advised that a bollard style light could be installed at a cost of approximately £1300, however another resident in the area was not in favour. The Committee agreed that Councillors Bicknell and Hadley would inspect the area and come back with a proposal.

Dog Bins / Litter Bins - Two litterbins in Downs Way have gone missing and are being investigated by WSCC. Complaints have been received about the amount of dog fouling on the bridge crossing the by pass to Ecclesden Lane, the suggestion was to position another dog bin on the North Side but this would be on a private lane. The Committee requested that the office write to the owner to get his permission and check with WSCC if directional signs for the dog bins could be put in place.

High St / Roundstone Lane Post Box - The Parish Council had received the drawings from Mr Terence Kay and that a quotation is awaited from a company in Worthing for the installation.

Cycle Racks - Councillor Norman Hadley said he had investigated the site outside of Londis but felt that there was insufficient space. The Committee agreed to put this item on hold for the time being and to revisit it at the March meeting.

Cycle Thefts

We have been advised by the police that, in the last couple of weeks, a number of pedal cycles have been stolen in the village and on Bramley Green which have been taken from gardens and garden sheds. Police advice is to ensure that bikes and garden sheds, etc. are locked.

Community Film Show

The Community Film film tomorrow (Saturday 5 January) is "ATONEMENT" which was released only 4 months ago and was arguably the best British film of 2007 and has been nominated for 7 Golden Globes. This emotional film is based on the best selling novel by Ian McEwen and is set during the summer of 1935, Dunkirk in 1940 and London in 1999, and stars James McAvoy, Keira Knightly, Brenda Blethyn, and Vanessa Redgrave. The film starts at 7.00pm (doors open 6.45pm) at the Village Hall. Tickets (£5) are available in advance from Woodies or Angmering Framing & Stitches, or at the door.

Angmering's New Hotel

A new hotel opens in Angmering today. A brand new 20-bedroom Premier Inn has opened next to The Roundstone restaurant and bar, being one of a new breed of smaller mini-motels that the Whitbread chain are introducing around the country. In a guided tour prior prior to Christmas, I was impressed with efforts made to provide good basic facilities at an affordable price, and this could be most useful to Angmering residents who have friends and family visiting but do not have sufficient room to put them up themselves.

Quality mattresses are used in the double-bedded rooms and a convertible couch is available in most rooms for family use. The rooms are light and airy and have been kitted out with flat-screen LCD televisions and decent sized bathrooms. One of the rooms has been designed especially for the disabled and all facilities have been provided within reach of someone sitting in a wheelchair; the bathroom is larger than those of the other rooms and, in fact, is a wet room so there are no baths for a disabled person to negotiate. An internet-connected PC is available in the reception area for the use of guests. The number of car parking spaces has been increased to cater for the use of motel guests and visitors to the adjoining restaurant. A summary of the room facilities is shown below:
