At the beginning of this year, Arun District Council (ADC)were consulting residents in respect of their Employment / Housing Growth Consultation exercise. A public meeting was held at the CC for Angmering/E.Preston/Ferring residents. One of the aspects to come out of that meeting was that ADC would implement the wishes of residents on the subject. ie bottom up, rather than top down decision/implementation.

As a result of these many meetings across ADC, a Full Council meeting of ADC, in the summer, selected their preferred allocations of future housing. The Plan that was to be prepared for Arun as a whole is looking up to year 2028, and the ADC Full Council's preferred housing figure for Angmering, as a parish, is 100. In addition, Angmering will be considered as a strategic area for additional growth (with others) to accommodate a further 143 housing units. (ie a total of UP TO 243 between now and 2028.)

Although these figures were the preferred option, they were not at that time adopted figures. They were subject of further consultation, through the summer/autumn period.

Angmering Parish Council (APC) were asked to consider and provide their response to these ADC Full Council's preferred option.

1. Could you clarify the current situation in respect of these ADC preferred option figures of 100, plus up to 143 possible additions up to year 2028? Have they been adopted?

2. What was APC's written response to ADC Full Council's preferred option.

3. In the light of these figures, for the next 16 years, Persimmon and Barretts appear to be considering proposals for 200 houses each. (ie a total of 400.) These numbers do not appear to correlate with the ADC figures. I appreciate you cannot answer on behalf of the developers, but can you throw any light on why these figures are well outside the preferred option?

In answer to your specific questions, the position is:

1) Arun District Council have adopted the new numbers, with Angmering due to take 100 plus a share of the 143 additional for the whole District.

2) The Parish Council did not adopt an official response to the preferred option, but believed that this was the lowest number that could be allocated to the Parish over the 17 year period and objection to it would have achieved nothing. The basic allocation amounts to less than 6 per annum.

3) The problem is that with all the plans in the world, developers will attempt to build where they can. It has become clear, during our consultations with Government over the Neighbourhood Plan, that any numbers in Arun’s Plan will the minimum to be achieved during the period of the Plan. In addition, the Government is currently developing the Planning Policy Framework which has as its first criteria ‘The presumption in favour of sustainable development’, which is the feature that has been exercising the minds of those running the Daily Telegraph campaign.

The general problem is that the District Council does not currently have a plan in place, and this will not be ready until late 2013. The Parish Council is also enabling the Community to put together a Neighbourhood Plan, which will have to be ‘In General conformity with’ ADC’s Local Plan, whatever that means, which it hopes to have in place by Summer 2012. One of the two developers mentioned has already indicated that it would like to take part fully in the Neighbourhood Plan process, whilst the other has yet to do so. It might be that more than the ADC allocated numbers are eventually agreed within the Neighbourhood Plan, because the village has to remain sustainable throughout the entire plan period and, without development, infrastructure problems such as the A259 dualling will never be solved. The whole community will be consulted within the first few months of 2012 on the contents of the final Neighbourhood Plan. The village is, however, vulnerable to speculative planning applications in the meantime.

Thank you for asking these questions, would summise a lot of people have probably been thinking the same.
